Preheat the oven to 350 degrees. Grease a 9x13 inch pan.
Cream the butter and brown sugar together. Fold in the flour and salt. Press 1 3/4 cups of this mixture into the prepared pans. Reserve the rest for the top.
Bake for about 10 minutes, until the edges are starting to brown.
Combine the sweetened condensed milk and 1 cup of the chocolate chips in a microwave-safe bowl. Microwave on high setting for 1 minute. Stir until the chocolate is melted. Spread this mixture over the baked crust.
Warm the apricot preserves in the microwave for about 15 seconds and then randomly drop by teaspoons over the chocolate mix. Sprinkle the remaining crumb mixture and chocolate chips over top.
Bake for about 25 minutes or until crumbs are golden and top is set. Cool and cut into 24 2-inch squares.
