Bring the water and syrup to a boil over medium heat. Add the sugar and stir to dissolve. Add the berries and lower the heat to low. Steep the mixture about half an hour. Taste for sweetness and adjust by adding more sugar, if desired. Strain or leave with the berries. Ladle over the waffles or pass at the table.
If you have any left-over syrup, reheat it to a rolling boil, then strain it into a sterile jar. Keeps well if refrigerated for 5-7 days. Reheat before using.
