In a medium size bowl, combine all dry ingredients.
In a separate small bowl, wisk together milk, oil, and egg.
Add blueberries (fresh or frozen) to dry ingredients and toss lightly to coat.
Add wet ingredients to dry, combining just until all flour is absorbed.
Fill 6 muffin cups.
Sprinkle tops with sugar.
Bake at 400 degrees F for 20-25 minutes.
Let cool in tin for 10 minutes.
Remove and serve.
